How do I enable the referral (Agent) system globally (across all my customers)?

Log in to your reseller partner portal, here. On your "Settings" (ref. 1.) tab, click on "Customer Portal" (ref. 2.).

Scroll to the bottom, you can set the "Referral System Settings" (ref. 3.) such as the commission percentage, rebate percentage, and maximum account age for referrals.
