How do I enable the referral (Agent) system on a per-customer basis?

Log in to your reseller partner portal, here. On the "Customers" (ref. 1.) tab, search for the customer you want to enable agent functionality.

On the "Details" tab on the right side, scroll down to the bottom, and on the bottom left, there will be a section for the "Referral (Agent) System" (ref. 3.).
